In the 'US East Coast Zip Code' assignment rule, we can't find the expected selection criteria. Select only accounts with a Billing/ZIP/Postal Code that’s 30000 or lower.

From what I understand from the post you provided, the checkbox doesn't show in edit mode when Default is checked as means it's automatically evaluating the territory.
Strangely, the Evaluate checkbox doesn't show on the page layout when Default is unchecked.
