If openssl is ok , maybe the python is broken.You can make a backup of this python and reinstall it.

$ pip freeze > requirements.txt
$ pyenv uninstall 3.6.8
$ pyenv install 3.6.8
$ pyenv virtualenv 3.6.8 env_3.6.8
$ pyenv local env_3.6.8
(env_3.6.8) xxxxxx:~ user$ $ pip install -r requirements.txt
