herokuでデプロイする際に、slugsizeに気を付ける必要があります。（現時点では500MB以下）
ググれば、slugsizeの削減方法が出てきます。
それだけでもダメなら、djangoのrequirement.txtからインストールに必要のないパッケージを削除すればうまくいきます。僕の場合、Tensor-flowのサイズが大きく、原因でした。
