Flask実行時にPYTHONPATHが見つからない

flask run --host=0.0.0.0をしたらエラーが出た。

NoAppException: The file/path provided (app.py) does not appear to exist.  Please verify the path is correct.  If app is not on PYTHONPATH, ensure the extension is .py

flaskコマンドではなくpythonから呼び出したら普通に動いた...
flaskのpythonが2.7系で、python3.5系だったのが問題だと思う。
