vivadoでsynth,impleするときにスレッド数を設定できますが、general設定により最大スレッド数が制限されているため、ここでいくら大きな数を設定しても制限されてしまいます。この値は、windows版vivadoの最大スレッド数は2です。
tclコンソールでこの値を大きくする必要があります。
