根本的な解法は見つかっていませんが、ちょっとした対処。
Android Studio で project を立ち上げようとすると、はじめからレイアウトの xml のdesign editor で rendering problems が出るようになりました。
ActionBarOverlayLayout がないように言われていますが、
design editor のバージョンを21に変更する
とエラーが表示されなくなり、レイアウトがレンダリングされるようになります。
