試してみましたが、herokuでplay framework 1.xのJobは問題無く動作するようです。
普通のDyno 1個で、コントローラへのアクセスとバックグラウンドのジョブを両方実行可能です。
つまり、無料の範囲内で以下の事が可能です。
- ウェブアプリケーション作成
- 自由にスケジュール可能なバックグラウンドジョブの実行
- 無料のDB（PostgreSQL／データ件数10,000件まで）
