.gitignoreが原因でした。
#/.bundle
となっていたので
.bundleの情報がそのままアップされてました。
んで、その中に BUNDLE_WITHOUT: production:staging と記載されていたから当たり前のように本番環境のGemがインストールされない。。
/.bundle
に戻してうまくいきましたよっと。
