まずはじめに

この中で、2.3.1とは、
Appに隠し機能または提示していない機能を含めないでください
これにつきます。
自分が作成している、Animixというアプリでbugfixをした申請がこれに抵触しリジェクトされてしまいました。
リジェクト内容
おそらくコードを自動でチェックする機能に引っかかったんでしょう。
件のアプリでは、サーバー側から表示・非表示・表示内容をコントロールできる動画広告の機能が入っています。
ですが現状、表示する広告がないため、ユーザーから見えない状態となっています。
どこが抵触してるか教えてくれてないから、完全に推測となります。
以下、内容は同じなので、別アプリのリジェクト文言を転載させていただきました。
今後レビューが遅くなることを覚悟せい、だの、アカウント消すだの、結構過激なこと書いてます。

対応・解決
当然、ユーザーに危害を加える気もないし、そもそもどこが抵触したかもわからないので、その旨を送信してみました。
すると、上述の脅しのような文言が嘘のようにあっさり審査通りました。
今までも色々なリジェクトをいただきましたが、誠意ある対応が正解というどうしようもない結論に至りました。
