app/model/admin_user.rbにて、
devise :database_authenticatable, :registerable,
:recoverable, :rememberable, :trackable, :validatable
のように、registerableを追加。
これで、ActiveAdminのログイン画面に、SignUpが出て来て登録出来るようになる。
