Azureからメール送信するためにSendGridを使いました。
が！
メール送信処理から実際にメールが届くまで15分も掛かっていました。
この現象に対しSendGirdのサポートにメールを送り返答を貰ったので共有します。
結論: 数日間、待ちましょう。
サポートのSteven氏からのメールを引用します。

I’d like to assure you that SendGrid is accepting mail from you and has been queuing it for a short time - from reviewing the account, it appears all mail has delivered.
On occasion, we purposely slow sending for our new customer sign-ups to analyze and evaluate sending traffic. This temporary delay is designed to ensure that as you scale with SendGrid, you can have confidence that you’ll be able to reliably send email.

つまり意図的に配信を遅らせている
新規登録ユーザは意図的に送信までの時間を遅らせているようです。
アカウント使用状況の分析のため、とのこと。
おわりに
この期間が数時間なのか10日なのか分かりません。
私の場合、10日ほど経った後に処理すると一瞬でメールが配信されました。
登録後のお知らせメールでその事を伝えておくれよー！
あと遅延期間の日数見込も教えてくれよー！
と強く思いました。
原因切り分けと調査の時間を返してくれ！(笑)
