赤い背景に青い波の画像を置いただけ
青い波の画像に background-repeat:repeat-x; を当てたところ、
background-repeat:repeat-y; 方向にも波の上部に1px分余計な謎の線が発生。
ということで、青い波の画像の最下部1px分を透明にする（余白をつくる）ことで解決。
（透明な部分をリピートしても線にならない）
