アプリケーション毎の設定はAPP_ROOT/.bundle/configにありますが、~/.bundle/configに置けばglobalな設定になります。
~/.bundle/config
BUNDLE_BIN: bin
BUNDLE_PATH: vendor/bundle
bundle config --globalで設定してもokだそうです。
いちいちbundle install --path=vendor/bundleなどと指定していたので便利になりました。
