cygwin には chsh はありません。
ではどうやってシェルを変更するかというと /etc/passwd を変更します。
こんな感じ
username:unused:1000:513:pcname\username,S-1000:/home/username:/usr/bin/zsh
インストールしたディレクトリに Cygwin.bat とかありますが、過去の遺産のようです。
