/usr/bin/mysqld_safeで起動するのですが
systemctl start mariadbで失敗するケースに遭遇しました。
原因はhome配下をdatadirとしていたためで
以下の変更が10.1.16されています。

/usr/lib/systemd/system/mariadb.service
ProtectHome=false
とすることでsystemdでも起動しました。
