/etc/cloud/cloud.cfg の repo_upgrade の指定時に非常に重要なセキュリティアップデートのみが対象に
なっていることに今更ながらに気づいたので、それ以外の指定方法について調べてみた。
デフォルト(security)の場合
--security --sec-severity=critical --sec-severity=important
それ以外の指定可能なもの

bugfixに関してはコードに以下の記載があります。
we treat bugfixes like "all" since all updates are in some sense bugfix updates.
