単に以下の様な circle.yml を書くだけです:
android update sdkのところは、自分の必要な SDK, build-toolsに合わせて書きなおす必要があるでしょう。
まだ、buildだけなんで、emulatorをつかった instrumentation testとかもできたら書きます。
