nkfコマンドというのが有るらしい。
brew install nkf
してから
.bash_profileに
alias toutf8="nkf -w --overwrite ${1}"を追加。
source path/to/.bashrcしてから
toutf8 ファイル名でファイルをUTF8に変換できる。
