再起動後に毎回おかしなことがおきるWindows10ちゃん！
今回はApacheが起動していない現象が発生。
原因はこの謎のPID:4が80番ポートを専有していること。
ぐぐってみると、「Windows10にアップグレードしたらApache起動しなくなったので対策に乗り出したっていう話」という、今回と全く同じような現象がみつかりました。
やはり、こちらの環境でもIISが起動していました。
即刻チェックを外して再起動です。
